  1. Cheryl Ruby was arrested for public intoxication (disorderly conduct) in 2014 and 2015 while working for the River Street Shelter and Encompass. Why someone with an alcohol problem would be running a homeless shelter (where many have substance abuse issues) is beyond reason. Why Encompass would hire and retain someone like this is clearly complete incompetence on the part of this nonprofit. They are clearly only good at one thing: wasting public monies.
